Along with the intensified competitions in the area of telecommunication operations in our nation, various leading basic telecommunication operators would depend on their core competition edges in terms of network construction, operation and maintenance to transfer a part of their marketing and service operations to virtual operators. Virtual operators that manage voice services can realize the interconnection with local telephone network(s) by renting the trunk links of various telecommunication operators, while making settlements with the operators in terms of wholesale of call traffic and flat monthly call traffic.

Concomitant with the development of broadband Internet technologies has been the unprecedented growth in the Internet-based IP voice technologies leading to the emergence of carrier grade VoIP technologies and devices, so that technical guarantee has been provided for the VoIP virtual operators. 

When the VoIP-based telephone services are compared with the PSTN-based telephone services, differences in technical architecture have resulted in the differences in operational modes between the former and the latter.

Donjin VoIP Operational Solution can provide a complete Internet-based communication operational platform, which can be applicable to the VoIP voice access of operators, VoIP operation of virtual operators and construction of  the internal IP telephone network in those large and medium corporate and administrative units. It can be seen from the above structural diagram that the operational platform comprises the following devices:

Trunking Gateway: It can realize the interconnection with PSTN network, IP side support of H.323, SIP protocol and Skype voice. The PSTN can side support the China No. 7 signaling, China No.1 signaling and ISDN PRI or BRI, provide a maximum of 64 E1s, and provide the agent function that allows the user access device to traverse through the firewall. Thus, the user terminals can be allowed to dial up or answer the phone calls inside the firewall without the need of modification of firewall and user terminals. For the application of value-added services, it is possible to supply relevant media resources such as IVR, recording and playing, conference telephone and Voicemail, etc.

Billing System: It can provide the authentication and billing services for users, where the billing information can be stored into database. At the end of a conference, it can generate a detailed list of call records used to realize the management functions such as accounting, billing and statistics, and can support both the centralized management and Web style management.

Operational system: a server that accomplishes the processing of value-added services. Currently, it can support various supplementary services, as well as various value-added services such as the IPCentrix, prepayment and alarm clock services. This system can be of excellent extensibility to make easy the addition of any new service(s).

Internet Telephone: refers to either the telephones supporting SIP and H.323 protocols separately, or the Skype phones and soft phones.

Firewall traversal design with strong capability of private network traversal allowing the user terminals to dial up and answer phone calls inside the firewall without the need of modification of firewall and user terminals, and meeting with the complexity requirements of user Internet access devices.

Complete virtual operation guarantee system that provides the accurate, convenient billing system involving such functions as the prepaid and post-paid operation, phone bar on-site billing, online configuration of charging rates, batch import of charging rates, flexible discount plans, preparation of prepayment cards and recharging cards and sharing of prepayment cards.

III. Service Operation

1. Group Client

The Group Client is equipped with the quite perfect TDM switching network to provide the dedicated virtual network function for group clients. When a dedicated virtual network is established within a certain group, users in the network can dial the short numbers to contact each other and can enjoy the preferential call charges.

2. Small and Medium Enterprises

As small and medium enterprises are not very big and can have branches, they can well connect their headquarters and branches together via the gateway to first realize the free long-distance calls between various offices. Next, it is possible to provide such functions as the call forwarding unconditional, call forwarding when busy, call forwarding when no answer, calling number display, restriction of calling number display, anonymous call rejection and non-disturbance. Furthermore, it is possible to utilize the flexibility and openness of IP technology in combination with the corporate operations to provide such value-added services as unified messaging, network fax and voice mail and so on.

3. IP Sharing Call

Through the development of sharing call agents, it is possible to provide the IP sharing call service of low cost at the urban sites where there is a great size of floating population. For those sharing call operators that can buy a large amount of call traffic at one time, it is allowable to present the operational devices such as the gateway device. By way of the Donjin agent management function, virtual operators can manage well their own subagents, implement the real-time check of operations of these subagents and carry out the charge statistics and settlement. Moreover, agent users can be allowed to get online through the web browser to check their own phone bills, call charge statistics and call charge balance, and to accomplish such operations as online recharging and transfers, etc.

Furthermore, trunk media gateway devices can be deployed in those cities of a larger call traffic to shunt the substantial long-distance call traffic between cities to the IP network, where in effect, it is only required to pay the local call charges to operators. Involving such functions as card release management, card activation and card cancellation, the debit card management system can generate card numbers and passwords in batches as demanded, which are transferred to card dealers for sales, and can implement the management and statistics of released debit cards.
